No, the setting is in the individual connection permissions settings.

Edit Connection -> Individual Permissions -> Can administer my channel

If granted this permission, you can use the channel manager to find this channel added to the list of channels you own, but it will be listed as a Delegated Channel. You click the link and are effectively authenticated as that channel and can edit that channel's content and make posts, etc.
